| SHOULD ELECTED OFFICIALS BE ALLOWED TO TAKE MATERNITY LEAVE? |
Shoko Kawata is 35, six months pregnant, and the mayor of Yawata, Japan — a city of 68,000 people near Kyoto. In May, she announced she would take four months of maternity leave around the birth of her first child, making her the first mayor in Japan's history to do so. She arranged for a deputy to handle day-to-day business and will remain involved in major decisions. City Hall received 90 messages of support and 70 opposed. One of her loudest critics — a retired general and nationalist politician — wrote that women who plan to have children "should avoid running for office." Kawata responded: "Systems can be changed. People cannot. I cannot become a man." Japan has one of the lowest birth rates in the world, fewer than 4% female mayors, and a word specifically for pregnancy discrimination in the workplace: matahara. Kawata says she's trying to change all three things at once. Her critics say she's putting her personal life above her constituents. You decide who's right. |

| POSITION A: She Has Every Right |
| A deputy is running daily operations. She remains available for major decisions. The city isn't on pause — it's being managed, the same way any leader's absence is managed. Telling women they must choose between holding office and having children is exactly the barrier keeping Japan's government 96% male. Kawata isn't abandoning her constituents. She's governing while being human. |
| POSITION B: The Job Doesn't Allow It |
| Mayors aren't employees — they're elected leaders whose constituents chose them specifically. Delegating to a deputy for four months isn't what voters signed up for. The argument isn't about gender — it's about the nature of the role. People in irreplaceable positions take on obligations that go beyond standard workplace rights. |
